Land-based casinos are illegal in Israel, however, a number of casino cruise ships operate in international waters, outside the legal framework. In 2002, the government authorized an Icelandic airline to offer gambling on short plane trips that fly into international airspace.

There has been considerable debate within the country regarding the legalization of casinos. Efforts to bring casino gaming to Israel in 2003, 2007 and 2008 all failed.

In January 2019, poker was declared a game of skill by the Israeli Supreme Court. Under the Israeli Penal Code, a prohibited game is one that has outcomes “depending more on chance than on understanding or ability.”
